National Security Framework of Antarctica (NSF-A)
Article-Style Policy Text — Effective 1 October 2025
Article 1 — Purpose & Scope
1.1 This Protocol establishes the only lawful pathway for individuals to enter and reside under the National Security Framework of Antarctica Regime.
1.2 It defines sponsor prerequisites, consent, language requirements, arrival hygiene/medical measures, account activation, exclusions, records, and enforcement.
1.3 Domestic compliance only: foreign documents may inform identity, but all status is conferred solely under NSF-A law.
Article 2 — Pre-Travel Prerequisites (Mandatory)
2.1 Sponsor visa (United Kingdom).
Before travelling, the applicant must obtain a sponsor visa for the United Kingdom, transit lawfully, and present to the NSF-A transfer channel.
2.2 Invitation & recruitment.
Entry is invitation-only via a registered recruitment/placement tied to an NSF-A organisation. No general immigration or tourism exists.
2.3 Consent to governance.
On first contact, the applicant must sign consent acknowledging that the National Security Framework is your government for the duration of status, and accept its laws, audits, and dispute venues.
2.4 Identity pack.
Passport/ID, deposited photopass (enrolment photo), sponsor letter, offer/assignment, language certificates, and medical declarations must be pre-filed.
Article 3 — Who Cannot Be Accepted (Exclusions)
3.1 Anyone attempting to enter without a recruitment invitation/sponsor.
3.2 Persons lacking minimum language certification per Article 4.
3.3 Individuals failing identity/biometrics or refusing consent to governance.
3.4 Persons subject to sanctions, disqualifying security/medical grounds, or falsified records.
Article 4 — Minimum Language Requirements
4.1 Level 2–3 qualifications (including vocational awards):
- LanguageCert ESOL B1 and B2 Certificates both required.
4.2 All other qualifications (including university degrees and any higher award):
- LanguageCert ESOL C1 is the minimum requirement.
4.3 Absence of assessment.
If you do not possess an English language assessment meeting the above:
- The National Security Framework does not guarantee legal rights; you cannot immigrate or rely on a legal defence for your rights within the regime until requirements are met.
Article 5 — Identity & Records
5.1 Face-ID triad. Live face ↔ ID ↔ deposited photopass (per Passport & Identification Policy). Non-match = denial.
5.2 Systems. All checks occur on MPSL-attested devices within the Civilian DMZ; decisions and consents are anchored in Certified Digital Democracy (CDD).
5.3 Data handling. Minimal necessary capture; retention per law; audit trails immutable.
Article 6 — Travel & Port-of-Entry Protocol
6.1 Intercom handoff. On arrival at the port-of-entry intercom, proceed as directed to Decontamination and Alien Acceptance Unit (AAU) processing.
6.2 Decontamination sequence (mandatory):
a) Disinfect personal goods at the designated station.
b) Shower using airport facilities; issue of sterile garments if required.
c) Medical assessment by a licensed physician (vitals, infectious-risk screen, fitness-to-proceed).
d) Security sweep of luggage/electronics; declaration of restricted items.
6.3 Account activation.
Create/activate your Sharable Authority Account (SAA); bind identity, sponsor assignment, housing, and payroll. No movement to facilities/workplaces until activation is complete.
6.4 Final clearance.
Issue of entry notice, housing pass, transit token; transfer via controlled corridor to the designated facility or residence.
Article 7 — Status, Rights & Duties
7.1 Sponsor-linked status. Your lawful presence is tied to the sponsoring organisation and role.
7.2 Language duty. Maintain valid LanguageCert (B1+B2 or C1 per Articles 4.1–4.2). Lapse = suspension of benefits/status progression.
7.3 Conduct. Obey all health, safety, and information rules (including Market Information Monopoly licensing for public communications).
Article 8 — Medical, Health & Safety
8.1 Fit-to-reside. Medical clearance is required; additional tests may be ordered based on risk.
8.2 Vaccination & prophylaxis. As directed by the Health Authority.
8.3 Follow-up. Post-arrival health checks may be scheduled; failure to attend can suspend access to workplaces or communal facilities.
Article 9 — Non-Compliance, Denial & Removal
9.1 Denial. Failure at identity, language, consent, medical, or decontamination steps results in immediate refusal and return via sponsor routing.
9.2 Removal. Breach of status (e.g., sponsor withdrawal without transfer, forged records) triggers removal.
9.3 Records. All decisions are reasoned and recorded in CDD.
Article 10 — Appeals & Re-Presentation
10.1 Appeals. Administrative appeal may be lodged within 15 working days of a negative decision; emergency health/safety refusals are not stayed.
10.2 Re-presentation. Permitted upon curing defects (e.g., obtaining LanguageCert B1+B2 or C1, refreshed photopass, sponsor confirmation).
Article 11 — Sponsor & Recruitment Obligations
11.1 Sponsors must pre-file identity, photopass, and language certificates; brief entrants on decontamination; arrange housing and first-day movement.
11.2 Recruiters must not market open immigration; invitations must map to real roles and valid licences.
11.3 Liability. Sponsors are responsible for removal logistics if their entrant is refused for missing prerequisites.
Article 12 — Prohibitions
12.1 No entry without invitation/recruitment.
12.2 No bypass of decontamination/AAU steps.
12.3 No substitution or proxy attendance; no altered photos; no unlicensed media broadcasts from the checkpoint.
Article 13 — Plain-Language Guidance
- Bring your LanguageCert: B1 and B2 for Level 2–3; C1 for all higher/degree paths.
- Carry your photopass (the picture you used to apply for your ID). Low-resolution ID photos from third-party governments often fail automated checks—your photopass resolves this.
- Expect to shower and disinfect luggage at the airport, complete a brief medical, and activate your account before leaving the terminal.
- No invitation = no entry.
Article 14 — Enforcement
14.1 Attempting entry without invitation, falsifying certificates, evading decontamination, or refusing consent to governance will result in denial, possible detention for safety reasons, sanctions on sponsors, and travel bans.
14.2 Repeat or organised violations may be referred for criminal investigation under applicable codes.

Invitation first, consent to governance signed, decontamination completed, account activated—only then are you cleared to enter and live under the National Security Framework.
